The debugguer can force the claim procedure by writing 1 in the
[27]
CLAIMDEBUGGEROVERRIDE bit. When this bit is set to 1, the debugger can get EPM ownership even if
the application already ownership. When this bit is cleared to 0, the debugger can get EPM ownership
only if the current state is Available.
