Setting the Hello Persist Interval

mpls rsvp hello-persist
command, in IP Interface Configuration mode, specifies the number
of hello periods to wait after the expiration of the Hello session before ceasing the Hello messages.

Setting the Hello TTL

mpls rsvp hello-ttl
command, in IP Interface Configuration mode, defines the Time To Live
that will be set in the IP header of all Hello packets that are sent to the neighbor associated with
this interface.

form of this command sets this parameter to its default value of 255 hops.
