When power voltage is lower than allowable level,
insufficient voltage alarm occurs and servo motor
stops. When power voltage is normal and servo
motor will restart without alarm reset.
x=0: invalid x=1: valid
y: motor stop mode option.
Servo stop option in speed control mode.
y=1: motor stops immediately
y=0: motor decelerates to stop
