Set the time window used to determine whether the user speed is 0 (unit: 2ms).
If the user speed feedback 606Ch is within ± 606Fh, and the time reaches 6070h setting value,
it means that the user speed is 0. At this time the bit12 of status word 6041h is 1; if either of the
two conditions is not satisfied, it is considered that the user speed is not 0, at this time the bit12
of status word 6041h is 0.
