Standby Reference Health Check Test (#651)
This test evaluates the quality of the external synchronization timing source for a
standby IPSI or Tone-Clock circuit pack. Every administered synchronization
timing source must be valid for this test to pass. If the Tone-Clock circuit and the
synchronization timing sources are in different port networks, the EI circuit packs
transport the timing sources to the tone-clock.

This abort can also occur due to an internal system error.
