The High Bit Error Rate (HI-BER) alarm is raised on the OTU2_XP card when the client and trunk ports
receive 16 or more invalid sync-headers in 125 microseconds. The HI-BER alarm occurs when the OTU2_XP
card is configured with 10 GE or 10 G FC payloads.
