Sets the velocity tolerance that is used for a 2-encoder system in crosswise comparison between the two monitoring
channels.

If the "actual value synchronization" is not enabled (p9501.3 = 0), then the value parameterized in p9542 is used as
tolerance in the crosswise data comparison.
