To configure the scheduling mode for the present port and set weight for 
the  corresponding  queue;  it  is  unnecessary  to  configure  the  queue 
weight for sp and rr scheduling mode.  From weight 0 to weight 7 partly 
mean the weights from queue 0 to queue 7.

Notes: 
When  configuring  the  scheduling  modes  of  wdrr  and  wrr,  if  a  queue’s 
weight is 0, the queue is scheduled by strict-priority, that is, to schedule 
the queue with the weight 0 first, then schedule rest queues according to 
wdrr or wrr.
