We  have  to  pay  attention  to  the  action  which  labels  DSCP,  it  will  not 
enter  into  exiting  queue  corresponding  to  the  reflection  list 
configuration  of  DSCP-internal  priority.  About  the  DSCP-  internal 
priority, please refer to the chapter of Qos configuration.  
 
Besides,  the  configured  L3  labeling  action  in  the  action  group  aims  to 
the green  message.  All the  packets which  enter into packet  default  to 
be green before measuring by the meter.

Configure Meter 

To support the packet traffic control function, you can specify a traffic 
meter  name  in  the  action  group.  One  traffic  meter  is  configured  a 
global resource and can be referenced by multiple action groups. 
 
The  function  of  the  traffic  meter  is  to  remark  or  discard  the  packets 
according to the traffic. A traffic meter needs to be configured with the 
processing action for the colored packets.  
 
After being configured to discard the colored packets, the traffic meter 
is  used  to  complete  the function  of  restriction the  packet  traffic;  after 
being  configured  to  remark  the  colored  packets,  the  traffic  meter  is 
used  to  complete  the  function  of  classifying  the  packets  according  to 
the traffic so that the users can adopt different QoS policies in the later 
data transmission.
