This  command is used to  permit  or prohibit some AS outer  routes  to  be 
notified  to  the  OSPF  route  area,  which  takes  effect  only  on  the  ASBR 
router. To cancel the command, use the no format.

For the route notification between the areas, use the access list or prefix 
list to perform the filtering at the in and out direction, that is, ABR router 
uses  the  access  list  or  prefix  list  at  the  in  direction  to  perform  filtering 
when  receiving  type-3  LSA,  and  uses  the  access  list  or  prefix  list  to 
perform  the  filtering at the  out direction  when  notifying the  type-3 LSA. 
To cancel the command, use the no format.
