When the global configuration is disabled, the port configuration does not 
take  effect;  when  the  global  UDLD  configuration  is  effective,  the  actual 
working  status  of  the  port  depends  on  the  global  UDLD  working  mode 
and UDLD working mode set on the port. 
 
Global configuration of UDLD
