When the OLTR measurement starts, a few things happen under the hood.

Reference power phase:
During the first reference power phase, the "OLTR logic" sets the closed loop
power control bits to HOLD. It waits a bit longer than the configured reference
power interval (RPI) in order to let the measurement application record the refer-
ence power (trace). Then it modifies the forward signal power according to the con-
figured power step direction and size and - simultaneously! - generates an
"Event"
trigger
.

OLTR evaluation interval:
The measurement application detects the
trigger
event
and starts recording the DUT's OLTR (trace). After 100 ms the evaluation is
terminated.

Guard Interval:
both signaling and measurement application wait for the config-
ured period of time.

Then a new reference power phase begins and the "OLTR logic" initiates the step
back to the original forward link power, indicated by another trigger event. For sub-
sequent power step sequences the same logic applies.

Recommended Settings in Combined Signaling Mode
With open loop power control, the DUT will try to keep the sum of input and output
power constant, i.e. to increase/decrease its output power to the same extent as the
BS power UP/DOWN step; see 3GPP2 C.S0011 for a precise description of the
"Range of Open Loop Output Power".
