Take the following steps to shutdown the system in log-off state in Windows
Server 2003, Windows Server 2008, Windows Storage Server.
Open the Control Panel and select [Administrative Tools] - [Local Security
Policy].
Open the [Local Policies] - [Security Options] tree.
Double-click [Shut down: Allow system to be shut down without having to log
on].
On the dialog, put a checkmark on [Enabled], and then click [OK].
NOTE: Shutdown process may fail depending on your system environment of
running status.
Examples are shown below:
– Password protection is enabled and the screen saver is running.
Disable the password protection when using the screen saver.
– Monitor is turned off by the [Power Options] setting.
Do not select [Turn off monitor] in [Power Options].
– The logged in user does not have the authority for shutdown.
Allow the user to have the authority for shutdown.
– User has logged in through the remote desktop connection (Windows Server
2003).
There is no setting to resolve this problem.
– The shared holder is being accessed (Windows Server 2003).
There is no setting to resolve this problem.

Under the directory "/etc/acpi/events", create a file as shown below with the
desired file name.
event=button.power.*
action=/sbin/poweroff
Then, restart acpid.
# /etc/rc.d/init.d/acpid stop
# /etc/rc.d/init.d/acpid start
