CAUSE
Inbound network messages are arriving at a rate much higher than the processing capacity is able to
handle.

Determine the cause of increase in inbound network traffic and try to control the traffic externally.

CAUSE
Resource congestion resulting in a slow down in processing messages from queue has occurred.

Check the platform CPU utilization, the IPC queue depth, and the overall availability of system
resources.
