This could have been caused by:
(1) The trunking gateway has been administratively taken to the OOS state using the CLI command in
the gateway (GW).
(2) The trunk endpoint is alarmed or in the OOS state.

ACTION
(1) Fix the trunking gateway state that has been administratively taken to the INS state using the CLI
command in the GW.
(2) Fix the trunk endpoint alarms.
