Configure a user-defined channel for PCC or SCC and the specified downlink stream.
The allowed input ranges have dependencies and are described in the background
information, see
chapter 2.2.13, "User-Defined Channels"

Selects the downlink stream. Can be omitted for transmission
schemes with only one downlink stream per carrier.
Parameters:

Number of allocated resource blocks. The same value must be
configured for all streams of a carrier.
