6.4.1 Event Prescaler
An input capture signal (pulse train) can be prescaled by N = 2-62 (in multiples of 2) or can bypass the prescaler.
This is useful when very high frequency signals are used as inputs.

When a prescale value of 1 is chosen (ECCTL1[13:9] = 0,0,0,0,0), the input capture signal bypasses the prescale logic completely.
B.
The first Rise edge after Prescale configuration change is not passed to Capture logic, prescaler value takes into effect on the second
rising edge after the configuration.
