Timer controller also provides reset counter function to reset CNT (TIMERx_CNT[23:0]) value
while edge transition detected on Tx_EXT (x= 0~3). In this mode, most the settings are the same
as event capture mode except CAPFUNCS (TIMERx_EXTCTL[4]) should be as 1 for select
Tx_EXT transition is using to trigger reset counter value.
