Despite this, it can be possible to make outgoing calls if the steps in the STUN request
and Outbound proxy areas were successful. However, since no phone number has
been entered in the provider's registrar, no calls can arrive over this account (the
account is not accessible).

The domain has been set incorrectly for the VoIP provider in
Public switched tel.

The account data has been entered incorrectly, e.g. due to a misspelling, or the data has
been assigned to the wrong provider. Here you need to check the User name, the Password
and the Authorisation ID (if specified), in particular (
Public switched tel. networks > Voice
over IP (VoIP) > Accounts > Configuration
).

The PBX was rebooted more quickly than specified in the time limit for registration. See
Public switched tel. networks > Voice over IP (VoIP) > Provider > Configuration
.
This leads to multiple registrations that the VoIP provider may block after a while.
