(3) PTO Clutch "Disengaged"

When the PTO lever is set to 

"DISENGAGED"

 position, the PTO clutch wire (7) is free.

Since the spring (2) pulls the tension PTO arm (3), the tension PTO pulley (14) is separated from the V belt (11).
The V belt is free and rotation of the pulley (1) is not transmitted to the pulley (9).
Since the spring (8) pulls the PTO brake assy. (12), the brake shoe (10) mounted on the PTO brake assy. (12)

brakes the rotation of the pulley (9).
