Likely Cause
A circuit pack was inserted into a slot that was
already provisioned for another circuit pack type,
and the new circuit pack is not supported by that
slot. For example, a VLNC5 was inserted into a
slot provisioned for a VLNC6. Circuit pack was
not recognized by the SYSCTL.
