LockUP Control Register (LOCKCTL) and its Protection Register (PRCR).
The LOCKCTL register is the configuration register for whether the Cortex-M0+ LockUp function causes the
watchdog timer to run, and the PRCR is its write-protect register.
Set lockCTL, PRCR registers via 8-bit memory operation instructions.
After generating a reset signal, the value of the LOCKCTL, PRCR register changes to "00H".
