The value of these bits is used as the value of the PAUSE time field of the control
frame. If the PAUSE time is set to be synchronized to MII clock domain twice, there
must be at least 4 destination domain clock cycles between consecutive writes to the
register.

Disable zero-value PAUSE function.
0: Normal operation, turning on the automatic generation of zero-value PAUSE
control frames.
1: When the FIFO layer flow control signal is withdrawn, the automatic generation of
the automatic zero-valued PAUSE control frame is turned off.
