This bit field specifies a full standard ID or partial 14-bit extended ID for Rx FIFO
matching process.
If IDE_B0 is 0, the 19 to 29 bits are used for standard ID, and the rest bits are
reserved; otherwise, these bits are used for partial 14-bit extended ID, compared
with the 14 most significant bits of the received ID.
