Table 10-3 describes each of the LEDs on the front edge of the V3 monitor card.

The new or relocated LEDs on the front edge of the V3 monitor card
include the following:
Two LEDs relate to the RDAC only and indicate the status of the
RDAC port. The yellow
REC
LED indicates an incoming call to the
RDAC port. The green XMT LED indicates the call is connected
(off-hook).
The NSA and RD (relay-disable) LEDs are located above the RDAC
status LEDs, When the NSA LED is lit, it indicates an NSA alarm.
When the
RD
LED is lit, it indicates that the relay to the remote
alarms is disabled.
The SA and OOS LEDs are located above the NSA and RD LEDs.
When these LEDs are lit, they indicate SA and OOS alarms.
