Configurable delay (CD) to capture missing SpaceWire Time-Code (only for target)

The INSYNC bit in the Status 0 register will disable itself when an expected SpaceWire Time-Code 
is not arrived after the delay mentioned in this register. The delay corresponds to the fine time of 
Elapsed Time counter and should not overlap with the MAPPING register. Any Overlapping regis-
ter must also be set to Zero.

Note: Only available in silicon revision 1.
