substitution.

within the set value [ SyncAccLevel=1us, 4us or Unspecified ]
• when SyncLostMode = BlockOnLostUTC , the time quality of the
hardware is within the set value [ SyncAccLevel=1us , 4us or
Unspecified ] [AND] IED receives global common time[UTC] from
any of the FineSyncSource like IRIG-B, PTP or GPS.
• when SyncLostMode = NoBlock

the hardware is within the set value [ SyncAccLevel=1us , 4us or
Unspecified ] [AND] merging unit is time synchronized [ smpSynch
flag in datastream is not equal to 0]
• when SyncLostMode = NoBlock , the merging unit samples are
received
