(relative) The system receives MWV message.
MWV Message: Wind Speed and Angle
The message format:

where:
x.x — Wind Angle, 0 to 359 degrees
a — Reference. R = Relative, T = True
x.x — Wind Speed
a — Wind Speed Units, K/M/N
a — Status. A = Data Valid
hh — Checksum
