Hierarchy. This field is used by the PCI Arbiter to establish a particular priority ordering when 
using a fixed or mixed mode priority scheme. When using the fixed priority scheme, the 
encoding of this field is shown in the table below.

When using the mixed priority scheme, the encoding of this field is shown in the following 
table.
