MAXFRAME sets an upper limit on the number of unacknowledged information
packets which can be outstanding (sent and not acknowledged) at any one time.
The TNC will send MAXFRAME number of packets in a single transmission, if
they are available.

This command is used to allocate buffer memory required for the maximum
number of simultaneous connections you wish to allow. For example, the default
is ten/ten, enabling you to establish (by issuing a connect) up to ten connections
per port. A related command, USERS, limits the number of connects to your
TNC by other stations (but with a maximum allowable as set by MAXUSERS).
Issue the STAT command (or a connect request - “C” - without any callsign) to
see how many connects are active and on which streams. Use the STREAMSW
character to switch between connects (streams) to send text.
Changing the value of MAXUSERS will cause the TNC to perform a “soft re-
set”. Note that you may not change the value of MAXUSERS while you are con-
nected, since this would reset the TNC and cause all existing connections to be
lost. ”
Setting MAXUSERS to 0/0 is a special case which allows only ONE connect at a
time, although it can be on either port. This option is included for those providing
BBS service via both ports, while only being able to accept one connect at a time.
