Reading of the time [ms] of the diagnostic events since Power ON.

The time stamp has the format hh.mm.ss:nnn (hh = hours, mm = minutes, ss = seconds, nnn = milli

seconds).

In case of overflow, the value of the timestamp jumps from 0xFFFFFFFF to 0 and a new switch-on

event (diagnostic message 0x3d) is written in the diagnostic memory.
