String-C Time Code
This code is effectively a combination of String-A and String-B. It provides both year information and a sync indicator
field.
Transmitted once every second. The leading edge of the "start" bit of the first character <CR> is exactly on the
second to which the message data refers.
Default settings: 9600bps, 8-bit ASCII, no parity.
