Function Sets/queries the starting time of
measurement.

<NRf1> = Year: 1999 to 2098
<NRf2> = Month: 1 to 12

Function Queries the measurement status.
Syntax :

Function Queries all the settings relating to
the end of measurement.

timer setting.
