Full Admin: The user is an administrator with full Admin Rights. He or she can 
access  all  the  menus  in  the administration  menu  and  perform  operations.  An 
administrator  with  full  Admin  Rights  can  enroll  regular  users,  as  well  as 
administrators.

Limited  Database  Admin:  The  user  is  an  administrator  with  limited  database 
administration  rights.  He  or  she  is  capable  of  accessing  User  menu  and 
performing all available actions in the User menu, except for Edit User, Delete 
User or Update Admin Rights operation.
