Responsibilities
2.5.1
Responsibilities of the Manufacturer
The manufacturer is responsible for the product safety; he transfers important responsibili-
ties to the operator (see chapter 2.5.2).
The manufacturer continues to observe his product even after delivery to the operator. He
can ask for information from the operator, especially regarding safety aspects.
2.5.2
Responsibilities of the Operator
2.5.2.1
Training, Instruction
The operator ensures that only authorized personnel work on the plant. He also holds thor-
ough instruction sessions for occasional workers or auxiliary workers with the help of this
operating annual.
2.5.2.2
Competences
The responsibilities for all operating sequences, particularly in case of commissioning, op-
eration, cleaning and repair work, must be clearly defined and complied with, so that the
competences are always clear in regards of all aspect concerning safety.
2.5.2.3
Instructions in Case of Dangers
The operator ensures that his personnel carry out work on and with the machine with the
help of this operating manual. He ensures that all the auxiliary equipment that is specified
in this operating manual is made available. Warning notices must be kept in a readable
condition.
2.5.2.4
Duty of Care and Maintenance
The machine must be kept and maintained in good condition; the maintenance intervals
must be complied with. Workshop equipment that is suitable for the work to be carried out
is required for the necessary maintenance and repair work.
2.5.2.5
Duty of Observation and Reporting
Should any (residual) dangers and risks manifest themselves during operation, which are
not described in this operating manual, it is obligatory for the operator to immediately report
them to EPM Handels AG.
The “responsibilities of the operator” also apply to the operating personnel, in as much as
they must immediately report to their superiors about any defects that cause a situation
where the safety is no longer guaranteed.
2.5.2.6
Location of the Operating Manual
This operating manual must always be available in the respective local language(s) at the
workplace (tool compartment, container etc.).
2.5.2.7
Foreign Language-Speaking Personnel
Over and above chapter 2.5.2.6, individual employer’s liability insurance associations re-
quire that the operator must prepare corresponding
operating instructions
for the work to be
carried out
for personnel with inadequate knowledge of the language. In this case, the
safety specifications as well as the safety-relevant instructions in the corresponding chap-
ters must be translated as well.
