If the first digit of the parameter is lower than 6:
The first digit (W) indicates the week of the month when the DST starts (1 =
first week, 2 = second week, 3 = third week, 4 = fourth week, 5 = last week).
The second digit (D) indicates the day of the week (1 = Monday, 7 = Sunday).
The third and fourth digits (MM) indicate the start month (01 = January, 12 =
December).
Example:
European Union: 5703 (last Sunday in March)
USA: 2703 (second Sunday in March)
Brazil: 3710 (third Sunday in October)
If the first digit of the parameter is higher than or equal to 6:
The first two digits (WD) correspond to the day of the month when the DST
starts, added to 60 (61 corresponds to 1, 91 corresponds to 31).
The third and fourth digit (MM) indicate the start month (01 corresponds to
January, 12 corresponds to December).
Example:
7504 = 15 April.
