GPS failure

for path 1 is less than
(max_RSSI - mts_re-
ceive_path_thresh-
old) then RSSI failure
counter for path 1
is incremented by 1.
Otherwise the counter
is decremented by 2.
After checking the
alarm condition the
counter is set to 0 if it
has a negative value.
