Plan the video on demand (VoD) service in per user
per VLAN (PUPV) mode if possible, as the VoD
service requires only a few VLAN resources.
The VoD service is a carrier-operating, closed
service and primarily adopts only S-VLAN tags,
which are transparently transmitted by OLTs.
