EV SetConfigRegion(<WafID>,<Config>,<Row>,<Col>,<High>,<Wide>)
Sets the region where the wafer mark is expected to appear in the field of view for the
specified Config.
Inputs : WafID, Config, Row, Col, High, Wide
Outputs : Status Code, # of bytes
