Set the dividing ratio for the sampling clock and enable/disable the sampling.
Required if using HSCLK for the sampling clock.

Execute the EI instruction to set the master interrupt enable flag (MIE)
to "1".

Execute the interrupt routine.
Set detection edge
Set the detection edge for the external interrupt. in the EICON0 register.
