F3-28=0
When the output frequency is lower than the lower limit frequency, the inverter
will always run as per lower limit frequency. The lower limit frequency is set by F0-18.
F3-28=1
If the output frequency< lower limit frequency, inverter will run as per lower limit
frequency. After the running time of lower limit frequency reaches the setting value of
F3-29, inverter will run at zero speed.
