id – Rate limiter identifier.(Range: 1-16)
rate – The threshold of packet.(Options:1, 2, 4, 8, 16, 32, 64,
128, 256, 512, 1000, 2000, 4000, 8000, 16000, 32000, 64000,
128000, 256000, 512000, 1024000)
