The preset call start time must be later than the system time; otherwise the
configuration fails. If the call start time is not specified, it defaults to the current time.

14.3.1 Configuration Requirements
On the XE IP PBX, configure the third party call control service for subscribers 8801
and 8802, with the call start time being 17:10:00.
