1.6 Precedence Order of Substitute Rules and Tables
You can use location-based number substitution and rule-based number substitution
independently or together, observing the following rules:

If two methods are adopted, rule-based number substitution takes precedence
over location-based number substitution.
z
For rule-based number substitution, see the following table to learn the
precedence of one substitute rule/table over another.
