The set ip dscp command is used to set the priority values in the packet’s
ToS field for matching packets.

XAMPLE
This example creates a policy called “rd-policy,” uses the class command to
specify the previously defined “rd-class,” uses the set ip dscp command to
classify the service that incoming packets will receive, and then uses the
police flow command to limit the average bandwidth to 100,000 Kbps, the
burst rate to 4000 bytes, and configure the response to drop any violating
packets.

set phb
This command services IP traffic by setting a per-hop behavior value for a
matching packet (as specified by the match command) for internal
processing. Use the no form to remove this setting.

The set phb command is used to set an internal QoS value in hardware
for matching packets (see Table 129, "Default Mapping of DSCP Values
to Internal PHB/Drop Values" ). The QoS label is composed of five bits,
three bits for per-hop behavior, and two bits for the color scheme used
to control queue congestion by the police srtcm-color command and
police trtcm-color command.
The set cos and set phb command function at the same level of
priority. Therefore setting either of these commands will overwrite any
action already configured by the other command.
