Displays whether the mechanical counter is installed in the machine.

Meter Charge
This SP operates a "meter click charge" that maintains a total counter for the PCU, fusing unit,
and other componets. When this SP is switched on, the use of the PCU, for example, is not
monitored by the engine but the engine counter continues to operate.
