N=32 (Sat=2184k) mode; IDR and Closed N ESC: G.732 aligns
satellite frame with terrestrial for distant-end partial insert, Unformatted
uses an arbitrary point for frame insertion.

be dropped/inserted in a similar manner to other timeslots.
