0 = Operating without alarms or faults.
1 = Alarm or fault condition exists. The Overall Value
attribute does not always match the actual field

associated with the output smoothing filter
(for the RMS and DC meters) or the decay

This setting is based on the Low Frequency Cutoff
(Channel object) and Measurement (attribute 6).
If Measurement is set to 3 or 4, the Overall Time
Constant is 1.5 seconds.
If Measurement is set to 0, 1, or 2, this table shows
the Time Constant.
