argument is 1 to 60 seconds.
Usage guidelines
The system uses a 1-second timer to detect AIS/RDI alarm cells.

A PVC goes down if it receives successive AIS/RDI alarm cells in the time period specified by
the
down-seconds
argument
.

A PVC comes up if no AIS/RDI alarm cells are received in the time period specified by
the
up-seconds
argument.
