
The implementation for IEC 61850 quality data handling is
restricted to a simple level. If quality data validity is GOOD then
the APPxVAL output will be HIGH. If quality data validity is
INVALID, QUESTIONABLE, OVERFLOW, FAILURE or OLD
DATA then the APPxVAL output will be LOW.
